Clarifications to the Request for Expressions of Interest launched 25 April 2019

Question 1: Are we looking for an ‘individual person’ to provide all aspects of the consultancy, or is a ‘team based/firm’ acceptable to provide the outcomes you require?

Response 1: Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country; and
  2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
  3. Eligible countries are member countries of CDB

The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.  

Interested parties should use the information provided in the REOI and the CDB Guidelines to ensure the eligibility criteria is met.

Question 2: What is the duration of this consultancy?

Response 2: The duration of this assignment is three (3) months to signing of the contract.

Question 3: Is it possible for us to receive an electronic copy of the Terms of Reference mentioned in the Request for Expression of Interest Notice?

Response 3: The Terms of Reference for the assignment may be obtained from the address below during office hours from Monday to Friday between 8:30a.m. and 4:30p.m. BVI time.

Question 4:  How will my submission be reviewed?

Response 4: The Evaluation Committee for the Establishing Flood Resilient SMART Communities Through NGO Partnerships project will be evaluating all submissions in keeping with the qualifications, specialised knowledge and experience articulated in the Terms of Reference.

Question 5: The exact denomination of my degree is not present in your list, but it is quite similar to other titles you mentioned, will it be acceptable?

Response 5: Points will be awarded for any degree considered by the evaluation committee to be equivalent to the ones mentioned in the Terms of Reference. Any evidence of equivalence that can be provided by the applicant should be presented.

Question 6: Three sites are mentioned in the REOI, are these mangrove swamps or mangrove strands or a combination of both?

Response 6: Our mangrove areas would be considered Swamps and not Strands as all three communities/sites are along our coastal environments.

Question 7: Which types of mangrove are prevalent for each site?

Response 7:    1.East End/Long Look: Red Mangroves and Black Mangroves

2. Sea Cows Bay: Red Mangroves with Black Mangroves being very thinly dispersed.

3. Jost Van Dyke (Bakers Bay):  Red Mangroves 

Question 8: What is the date of submission for the Expressions of Interest?

Response 8: Expressions of Interest must be submitted on or before 14th May 2019 at 3:30 pm.

Question 9: The project length is listed as three (3) months. When do you anticipate the work starting?

Response 9: Upon successfully being selected and having signed the Contract, services shall commence and be completed at the time or within the periods stated in the Particular Conditions in Contract.   We however anticipate that the contracting process should be completed in June 2019 with the consultancy starting shortly thereafter. 

Question 10: Please clarify Scope of Services (g) “Organise community based mangrove replanting activities”. We are unclear if this means the consultant is expected to organize and implement on the ground activities including all logistics of identifying seedlings, locations for restoration, identifying community members, and participating in actual replanting, etc. OR is it to develop the roadmap or action plan for this, so that it may be done by DDM or another organization?

Response 10:  The selected Consultant will be required to ensure that all the necessary arrangements are in place for the community based mangrove planting activities. The level of input should be detailed in the Inception Report that will be developed by the selected consultant.

Question 11: Is the project length flexible to go beyond the 3 months?

Response 11: If the interested Consultant perceives that the 3-month time period is inadequate to effectively undertake the work outlined in the Terms of Reference, this should be can be flagged in his/her Expression of Interest.  Additionally, there would be a space for the selected Consultant to address the adequacy of the timeframe in the Inception Report.
