Emergency Communications Officer Jacob Adolphus is at Hydromet Caribbean in Jamaica this week. In addition to meeting with colleagues from around the region, he is also sharing the Virgin Islands experience of rebuilding the National Early Warning Multi-hazard Alert System after the impacts of 2017.
