The Pan American Health Organization (PAHO/WHO) in collaboration
with the Ministry of Health & Social Services, St. Kitts & Nevis hereby
announces a request for Expression of Interest (EOI) to pre-qualify
construction firms and joint ventures for retrofitting works on the Pogson Medical
Centre.
These works form part of the Smart Health Care Facilities Project
funded by the United Kingdom Department of International Development (DFID) to
incorporate climate smart and resilience standards in health care facilities in
the Caribbean. One major output of the
project is the creation of a model climate smart health care facility, at the Pogson
Medical Centre. This model is intended
to stand as examples for other countries and facilities, and will also allow
for detailed cost-benefit analysis to be done.
Particular attention will be paid to water and electrical systems,
improvements to fire safety and egress, improved air quality, and improvements
to the existing security system. Examples of the retrofitting works include the
installation of a photovoltaic (PV) system, energy efficient light bulbs and
fixtures, upgrade to the existing sewerage treatment system and emergency
power, water-saving faucets and rain-water capture devices.

All submissions must be delivered to the
address above on or before 12:00 hours on 30 November 2012. Late EOIs shall be rejected.
Interested entities should submit five (5) hard copies of
a Statement of Capability must be submitted in SEALED ENVELOPES and must
include the name and address of the applicant and shall be clearly marked
“Statement of Capability – Smart Health Care Facilities in the Caribbean
Project: Retrofitting Works for Pogson Medical Centre, St. Kitts Nevis.” In assessing the Pre-Qualification document,
consideration will be given to technical competence, qualifications and
experience, including local and regional experience on similar assignments,
financial capability and existing commitments.
Following the assessment of all the submissions,
a short-list of not less than four (4) and not more than six (6) applicants
will be provided with the tender documents and invited to submit technical and
financial proposals to undertake the assignment. The tender documents
will include full
terms of reference, architectural and engineering drawings, and construction documents with
technical specifications. These will be distributed only to the firms that will
be evaluated as qualified following this Pre-Qualification.
